Only moved into new house, garden just muck. Is it too late to grow grass seed? Also how long does it take to grow?

I'm a beginner at gardening and I have quite a big garden or best put, lawns of grass. I would like to start planting flowers, shrubs etc but the soil is very limy. Can you advise on how best to deal with this and what plants etc would best suit the ground?
I have two Conference pears put in two months ago grown as espalier on sunny wall. They flowered but now the leaves are curled and dry. maybe lack of water, dont know, hope they will recover. Also will they cross pollinate okay.
Basically I'm looking for advice on how to best appraoch my garden. I know nothing about how to manage or maintain a garden.Also Money is very limited.I buit a house 2 years ago. The garden is about 2 thirds of an acre. When the house was finished we had the garden leveled but we never got the chance to take the stones out or put grass seed down.Now the garden is completly over run with grass and weeds, The back of the garden the weeds as high as my hips.Any advise and tips are welcome.
Can you grow white thorn from cuttings ? if so how do you cut and plant the cuttings i have one side of my site white thorn and would love to plant the othher side.
