Is it a good time to prune the top of my laurels which have been frost damaged since December. The were planted in Oct/Nov Last year. There are lots of new buds coming out on the bottom of the hedge but the top of them are just branchy and very dry inside if you break off the top of a branch.

I planted 50 laurels in novmeber. they were 3-4ft. they got damaged from the frost and now all the leaves seem to be falling off. some are brown and others are prefectly green that fall off. do i need to prune them yet or could they be dying.65 also do leaves grow back when they fall off.
