looking for some suggestions for plants that like a lot of water and so might do well in wet part of the garden and help 'soak' it up

Suggestions for small shrubs must have shallow roots to go into a bed of just over 1-1 1/2 foot deep (concrete base underneath it appears). must be frost hardy to cope with winters like the last 2, perhaps perenials like sedum?
